To fully understand and grasp the Arcturian ways, Viviane explains that one must have the same alignment. There are cosmic laws that every being in the galaxy must abide by, but for Arcturians, the law of non-interference is what they are keen on. That means they are only allowed to provide assistance, consciousness, teachings, and guides, but not tamper with the development of civilization. The Arcturians have witnessed the destruction of worlds and planets. They saw the replication of millions of souls in multiple incarnations to heal the stigma of what had been done for the destroyed planet and the contributors to its destruction. The reverence for the protection of all life is one of the prime directives for Arcturians. The essence of their work is always to stimulate the empowerment of an entire civilization amid a significant transformation. They never intervene but rather create a partnership with other beings for them to expand to a higher, much fuller aspect.
Technology
Because Arcturians are advanced species, so is their technology. Viviane says Arcturians can give technology to other beings in the form of consciousness. In that sense, the beings on the receiving end must have the same level of intelligence and understanding as the Arcturians to take hold of such technological knowledge. If the beings are in no way capable of handling the technology, it is like giving the atomic bomb formula to a five-year-old. Therefore, the Arcturians need to identify if the beings to whom they provide the consciousness of technology are worthy of using them. That way, they prevent catastrophic events from unfolding and preserve life on that world or planet. The goal of giving the consciousness of technology to other beings is to empower populations to self-healing the planet and uplift everyone.
